Section 01 / Capability at a glanceVCUK-WEB-007 · S.01
Capability, written to industry standards.
This is the technical heart of the firm: the specialist resource Victory Consulting deploys into MoD Delivery Teams, prime contractors and defence SMEs, set out in the vocabulary of defence acquisition. Four annexes follow — each a terse statement of exactly what is delivered, by consultants who have delivered it before.
Deployed within
CTX-01
MoD Delivery Teams
Embedded specialist resource inside the acquisition organisation, strengthening decisions at the point they are taken.
CTX-02
Prime contractors
Reinforcing bid, design and support teams on major equipment programmes — engineering and P3M in one resource.
CTX-03
Defence SMEs
Senior-level defence acquisition capability that a smaller business cannot hold on permanent staff.
Project & Programme Management
Delivery confidence inside MoD acquisition frameworks — risk, schedule, stakeholders, approvals.
Annex BEngineering & Supportability
Requirements under control, design assurance, safety and environmental cases, supportability analysis.
Annex CIntegrated Logistic Support
The support solution: LSA, spares and maintenance planning, obsolescence, availability in service.
Annex DAcquisition Advisory
Decision support for procurement: requirement definition, tender development, bid evaluation, due diligence.
Each line opens its annex below. The sheet closes with how we engage.
How we engageAnnex A / Project & Programme ManagementVCUK-WEB-007 · S.02
Programme management inside the acquisition system.
Defence programmes rarely fail for want of effort; they fail when risk, schedule and stakeholders drift apart. Victory consultants have directed P3M activity from the tactical level to the strategic — inside MoD delivery organisations and against industry contract baselines — and bring that discipline to a programme at whatever point it is joined.
Every project manager put forward is qualified across PRINCE2, AGILE and ITIL, and writes to a standard a board can act on. The role is the same in every setting: keep the programme's decisions defensible and its delivery on the baseline.
Delivered under Annex A
- A-01Programme & project management
- P3M delivery within MoD acquisition frameworks, from concept work through to in-service support.
- A-02Risk & schedule management
- Risks identified, owned and treated; schedules constructed, baselined and — where needed — recovered.
- A-03MoD–industry coordination
- A single, disciplined interface between customer and supplier: requirements, expectations and evidence kept aligned.
- A-04Approvals & business cases
- Submissions and business cases prepared to the standard approving authorities expect — evidenced, costed, defensible.
Annex B / Engineering & SupportabilityVCUK-WEB-007 · S.03
Engineering that stands up to review.
An equipment programme stands on its evidence. This annex covers the disciplines that keep a design honest: requirements held under control, reviews that test maturity rather than rehearse it, and safety argued to a standard a regulator can follow.
Victory's engineers come from multi-disciplined engineering management backgrounds across the defence industry — which is why the same consultant can sit across a design review in the morning and a supportability working group in the afternoon.
Delivered under Annex B
- B-01Requirements management
- User and system requirements captured, structured and held under configuration control through design change.
- B-02Design review & assurance
- Independent scrutiny of design maturity at each gate, with findings written so a board can act on them.
- B-03Safety & environmental cases
- SEMS establishment and upkeep; Safety Cases argued from hazard identification through to a defensible claim.
- B-04Supportability engineering
- ILS and TTLS influence applied while the design can still move — support planned, never retrofitted.
- B-05Deliverable evaluation
- Technical evaluation of contractor deliverables against contract, standard and stated intent.
Annex C / Integrated Logistic SupportVCUK-WEB-007 · S.04
Support engineered through life.
Equipment earns its keep in service, and availability is designed long before it is measured. Victory's supportability practice — the discipline on which the firm was founded — builds the support solution into the acquisition and then holds it true through life, with a proven record on large-scale supportability projects and programmes.
Delivered under Annex C
- C-01Support solution development
- The through-life support solution defined, modelled and costed as part of the acquisition — not after it.
- C-02Logistic support analysis
- LSA establishing maintenance regimes, spares ranging and the true cost of ownership.
- C-03Spares & maintenance planning
- Ranging, scaling and maintenance planning aligned to reliability data and how the equipment will actually be used.
- C-04Reliability & maintainability
- R&M analysis feeding both the design and the support case it must sustain.
- C-05Obsolescence management
- Component and technology obsolescence tracked and treated ahead of its impact on availability.
- C-06Support & test equipment
- S&TE requirements defined, procured and proven, so equipment can be sustained where it serves.
- C-07Training needs analysis
- TNA defining the training solution alongside the equipment it supports.
- C-08In-service availability
- Specialist support to fleets in service — availability, upkeep and continuous improvement.
Annex D / Acquisition AdvisoryVCUK-WEB-007 · S.05
Decisions structured to be defensible.
Procurement decisions are easiest to defend when they were structured to be defensible. Victory provides advisory resource to both MoD and industry clients across the front end of acquisition — from defining the requirement to testing the tender responses against it, and reviewing a programme independently before commitment.
Delivered under Annex D
- D-01Requirement definition
- User and system requirements defined and tested against the concept of use before they harden into contract.
- D-02CONUSE / CONEMP generation
- CONUSE and CONEMP drafted as one agreed, testable statement of how the equipment will serve.
- D-03Invitation-to-tender development
- ITT structure, technical annexes and evaluation criteria prepared for release.
- D-04Bid evaluation
- Structured, documented evaluation of tenders against the criteria as published — auditable end to end.
- D-05Contract negotiation support
- Technical and supportability counsel at the table, where the support solution is won or lost.
- D-06Independent technical due diligence
- An independent technical review of a programme, product or supplier before commitment — for MoD and industry clients alike.
Section 06 / How we engageVCUK-WEB-007 · S.06
Three ways to engage. One standard of delivery.
Victory Consulting sells specialist resource, not headcount. Every engagement — embedded, packaged or advisory — is delivered by an SC Cleared consultant with a record on work of this kind, and is scoped in writing before it begins.
Mode-01
Embedded interim placement
An interim engineer or project manager inside your team for the duration the programme requires — weeks to years, on site or remote, working under your direction.
Mode-02
Defined work package
A task with a stated scope, deliverable and date — a Safety Case, an LSA, a CONEMP — owned by Victory and delivered as a finished piece of work.
Mode-03
Independent review
A short, senior assignment: due diligence on a supplier, a design review before a gate, or a second review of a programme before a decision is taken.
Consultants hold SC clearance as standard and are PM qualified across PRINCE2, AGILE and ITIL. Engagement is direct with Victory Consulting Limited, or through your existing framework and agency arrangements — the commercial detail is set out under Further Information.
Closing actionVCUK-WEB-007 · Final sheet
Set out the requirement. It will be read by someone who has delivered it.
Outline the programme, the gap, or the decision you need supported — in confidence, and in as much or as little detail as clearance allows. You will hear back from a consultant, not a sales team.
