One career founded it. A network of careers delivers it.
Victory Consulting was registered in Worthing in 2017, but it began years earlier — across a full military career in which Jim Wallace was responsible for the design and delivery of P3M and Supportability Engineering activity at every level: the tactical, where a support decision is felt within days, and the strategic, where it is carried for decades.
In the years since, that discipline proved two things: that it travels well between programmes, and that the people who practise it properly are known to one another. The firm's founding asset was that network.
Victory Consulting today is the network made contractable — professional engineers and project managers drawn from across the defence industry, each with considerable experience in Defence Equipment Acquisition and In-Service Support, each cleared and qualified to be put in front of a client without caveat. The purpose has not changed since 2017: the impact and effectiveness of the client's product, pursued so the organisation reaches its strategic goals faster and with more certainty.

Jim founded Victory Consulting in 2017, built on a full military career in which he was responsible for the design and delivery of P3M and Supportability Engineering activities from the tactical to the strategic level.
In the almost ten years since leaving the military in 2018, he has built Victory into the network it is today — engineers and project managers known to him across that career and since, each qualified to be put in front of a client without caveat. The working habit was fixed early and has not moved: advice measured by the effect it has on the client's programme, nothing else.

Consultancy has no factory acceptance test. Four working controls hold the quality of what leaves this firm — applied on every tasking, at every classification.

Impartiality
The advice serves the programme, not the pipeline. Consultants carry no product to sell and no follow-on work to protect, so the recommendation is the one the evidence supports — including when it is unwelcome.

Rigour
Engineering judgement is shown, not asserted. Analysis is traceable to its data, assumptions are recorded, and any figure placed before a decision-maker can be defended line by line.

Discretion
Sensitive material is handled to the standard its markings demand — SC Cleared as standard, need-to-know by habit. Clients are not named on this site, and will not be.

The MoD acquisition cycle runs Concept, Assessment, Demonstration, Manufacture, In-Service, Disposal. The network's collective record covers all six stages — the same disciplines, applied at different temperatures.

Options appraised and tenders evaluated with the through-life cost on the table — not just the acquisition price.

Design assurance and supportability analysis run alongside the design itself — reliability, maintainability, LSA and the safety case maturing with the evidence.
MStage 04

ILS delivered at scale — support and test equipment, spares ranging, technical documentation and training needs analysis brought to readiness with the equipment.

Upgrades, obsolescence management and configuration control that keep the equipment effective — and its safety case honest — through decades of service.

Withdrawal planned as deliberately as introduction — safe, compliant, and with the lessons recorded for the next programme.

Worthing is the base. The programme sets the postcode.

The firm is registered and based in Worthing, on the West Sussex coast — within working reach of the south coast's concentration of defence establishments, dockyards and industry sites.
The base does not limit the work. Consultants embed at client sites across the UK — programme offices, design offices and support authorities — for as long as the tasking requires, with remote and hybrid arrangements where the material allows.
